When I boot into Win7 File explorer crashes

I have got a error about a week or so ago and I have tried everything to my limited skill knowledge
of the OS, Every time I boot windows explorer crashes. All I have is a black screen. To get online I boot to safe mode with networking and use task manager to run a new task "chrome.exe"

Is there ANY way for me to create a bootable USB drive to reinstall Windows 7 or 10 even? In safe mode
or safe mode with networking? Also I got a exe of puppy linux that I installed but its useless (for me) because I cant use linux and aint got a clue how to create a bootable windows from puppy, there is a linux app woeusb but puppy does not use the sudu command so im lost :-(

I really am at my wits end, any help I can assure you will be much appreciated!

    Ty

    Some questions!

[1] Have you installed any new hardware, software or updates prior to this happening?
[2] Are there any restore points that you could try?
[3] Have you tried running chkdsk - Check Disk?
[4] Have you tried running SFC - System File Checker?

    I hope this helps!

Before you do that, try running a Startup Repair!
Have you tried Last Known Good Configuration?

    I hope this helps!
