start up repair problem

A friends grandkids was playing with her Toshiba laptop. Now when she turns it on the screen says, Start-up Repair, and she can't do anymore with it. She does not have a Win 7 dvd. Any ideas on how to get past this screen and log into the laptop? Thank you for your help.
