Run the Ubuntu live CD and install. As part of the instalation it will detect the existing Windows (NTFS) partition. You can resize to what you need and Ubuntu will install in the remaining space.

On reboot you will have the 'Grub' loader which you will be able to select which OS to boot from.

As a precaution, I would back up all your windows files and or do an image first.

I believe that Ubuntu also includes the WUBI loader system which installs Ubuntu in windows on a virtual disc and sets up a start-up options screen.

This is the easiest if using Linux as a secondary OS as it prevents possible Grub issues when un-installing

You do the partition as part of the Ubuntu install process...just google dual boot w7 and ubuntu...loads of guides out there.

But Ubuntu and W7 play really well together.

If you are unsure..run Ubuntu as the Live CD and get a feel for it...or run as a VM.

I am running Ubuntu 10.4 as a VM on this machine, but I also have my testing pc tri-booting XP, Ubuntu and suse.

If given the WUBI option from the Ubuntu install disk - This option will do everything for you if you follow the prompts :)
