Windows operating sytems like XP, Win 7 are most complex in nature and are meant to be installed on the Hard disk. You will get bootable CD/DVDs only to install the operating systems on the computer but not for running windows.

However there are live windows CDs like Bart's PE, WinPE, and ERD Commander etc. which gives you a windows look-alike operating environment. But these CDs are only used for diagnostics and repair of windows.

You can download live CDs for many linux flavors, which will enable you to run linux bootable on a CD/DVD.
