    Computer freezes at boot while icons refresh - possible graphics issue


    I work with 3 computers, all running different versions of 64-bit Windows 7, one Ultimate, one Professional, one Home. The only similarities these 3 computers have are AMD CPUs and AMD graphics. On all 3 computers, the desktop and taskbar icons refresh on every single boot after displaying the correct icon for a few seconds. Depending on the computer, it freezes for up to a full minute while it refreshes the icons, not letting me select any shortcuts or expand the start menu(but it did let me take a print screen, which I have included). I have searched the web and this site and tried all the tricks that work for everyone else: cleared icon cache, added the Maxed Cached Icons to the registry, and a few others that also resulted in failure.

    It's gotten so frustrating to wait to do anything due to this problem that on all 3 computers I have made backup images and done a clean install of Windows to check whether or not the it is a Windows issue or a driver issue. I have taken the following steps:

    - Immediately on the clean install, I put several shortcuts to default windows programs, and reboot. Not a problem.

    - Reboot again, still no problem.

    - Install AMD video drivers from CD, reboot. Freeze while icons reload.

    - Clean install again to avoid remnants of drivers left behind after uninstalling, test reboot twice with several icons on desktop with no problems.

    - Install newest AMD video drivers from website via USB, reboot. Freeze while icons reload.

    I have no idea how to solve this problem or if one even exists. From a clean install there should be no problem, unless it's the video card drivers, but if that's the case, why isn't every single AMD video card user having the same problem? If anyone could help identify and/or solve the problem, I would appreciate it.

    I have listed the computers' builds in the event that the information is useful, and included a picture to demonstrate my problem.

    4 GB Samsung DDR3 RAM @ 1333 MHz
    320 GB Seagate Momentus
    AMD ATI Mobility Radeon HD 4250 - 512 MB RAM

    Windows 7 Ultimate 64-bit
    AMD Athlon 64 X2 Dual Core 6000+ CPU @ 3.00 GHz
    MSI 785GTM-E45 motherboard
    4 GB Corsair DDR2 RAM @ 555 MHz
    500 GB WD Scorpio Black HDD
    VisionTek AMD Radeon HD 2400 Pro Video card - 256 MB RAM

    Click the start button and Type "msconfig" in the search bar and hit enter . In the resulting window, click the "Startup" tab. Uncheck everything except the antivirus , apply, OK, and restart to see if there is any changes.

    After doing what ARC suggest please go to start and type dxdiag>enter and upload the output.

    I've tried disabling everything at Services and Startup with msconfig, including Microsoft services, with no beneficial effect. As for the DirectX diagnostic, I sincerely doubt that on a clean install of Windows anything would stick out on there, but I'll get that for you.

    This is the DirectX Diagnostic from the computer running a clean install of Windows 7 Ultimate with only the ATI Radeon HD 2400 driver installed.

    I have already restored the backups of my primary desktop and laptop as I needed those for work today, but I can upload the DXdiags of those, too, if need be, or do another clean install on those.
