Hello Rooofer, and welcome to Seven Forums.

The Snipping Tool file is located at: C:Windows\System32\SnippingTool.exe

How to Use the Snipping Tool in Vista - Vista Forums

If it's not there, then double check to make sure that you have Tablet PC Components checked in Windows Features.

    Hope this helps,
    Shawn

It should be in the "Accessories" program group.

    Windows Orb > Accessories.

I use it often enough that I pinned to the Start menu.

Hmm, I'm not sure what may be happening. You might see if running a sfc /scannow command may help.

For now, if you were just wanting to use it to take screenshots with, then you could also use Paint to do so.
