I have no system repair discs created. but will do it tonight.
there are things i am going to try later today.
1. run SetAutoFailover.cmd
2. create system repair dvds

I got sometime last night and tried to find out whether the solutions work.
apparently, the SetAutoFailover.cmd command does not fix my F8 repair issue. as soon as i chose the repair option, system goes back to the previous menu, which includes "windows 7" and "factory restore".
if i chose "factory restore", the error 0xc000000e popped out.
i am creating the dell datasafe recovery dvds now. it looks like it can bring system back to factory original configuration. What is Dell DataSafe Local Backup 2.0? | Dell

Great if it will make the disks off the same partition which apparently cannot run now.
The Recovery Disks should restore the Recovery Partition itself, too.
i tried to create a system repair with win 7 native tool. it errors out -
system repair disc could not be created
the parameters is incorrect (0x80070057)
ok. the dell datasafe dvds created. tried to restore and did not work as well.
what should i do now?

Try running SFC -SCANNOW Command to repair system files that might be causing the failure to create Repair CD.
If that fails, open an Elevated Command Prompt, type recdisc, when prompted choose the CD drive letter to see if it will create the CD correctly.
If that fails, reboot tap F8 key to access Repair My Computer console, open a Command line from tools list, type recdisc again to see if that works to burn the CD.
Let me know how these work.
Do you have access to a Win7 Installation DVD so you could clean reinstall if repairs fail? This is a superior install to the factory bloatware and useless utilities which can corrupt Win7 functions like you see here. Here are the steps to browse over: Reinstalling Windows 7
The only other option may be to order Recovery disks from Dell.

reinstalling window 7 probably is my last chance. i do not have a "real" window 7 dvd. but i may borrow it from someone else.
the sfc scanning is on the way. I will let you know how it goes.

sfc scanning wad done now. but it came back with errors. i checked the log. there are some many errors. i guess the best way to fix it is to reinstall win 7.
