Still there after a low-level format (performed outside of a Windows boot disk) - after a clean install (written to a new format on a new partition) -
I remember an early version of a Win7 76xx leak built from some Vista files.
My conclusion is...
Download a new ISO and validate hash. The Vista legacy can only be in the install files.
I could be wrong.
It is not an install error, it is not a image error. See my earlier post about the same error
Why 2 different bootscreens?
Another member, Sven, has the same error too, and he got a totally NEW HDD, just to be sure, it was not a left-over, but still the same. The only thing we have come up with is, that Sven and me has the same mobo. Can this be the error??
For Sven as well as for me, it has been this in every build we have tried from Beta 2 and (for me) up to build 7264.
Hmmm... legacy vista code appearing on Win7 installs in only the most isolated instances. Maybe the BIOS contains a Vista boot loader. Maybe the RAM has an image burn.
Yes, that is very likely. Much more likely than a bad ISO.

Win7 boot animation
connected to a TV:
Vista style boot animation
hm... thx for info, i will have to look into that more.
i have tested this on 2 separate systems on win7 x64
asus p5b-e with a 9600GT
asus p5q se plus with a 8800GT (this mobo has never ran vista before, so it cannot possibly have a vista loader issue with bios)
monitor only - win7 animation
tv only - vista animation
duel mon and tv - dont remember... i'll have to check this again.
but at this point, im still leaning towards win7 just having legacy vista leftovers

im working on 32 INCH Hitachi S-IPS panel
and i see the same vista boot animatin.
on another computer connected to Samsung 32 INCH monitor i get the animation.
i think it has something to do with resolution.
probably our screens show 640-480 during boot
and the W7 animation needs 800-600.
yes but i have native resolution 1280*720 and i dont know what not work for my tvmonitor
