The reason is that it allows you to walk the folder trees a lot faster, especially in network situations.
This is a symptom of improperly set permissions on your destiation folders. If you copy files around a lot (especially if you had hosed those partitions with previous versions of Windows), you may have to reset the folder permissions to give you access to them.
Don't disable UAC, fix the permissions. The UAC prompts go away when the permissions are correct.
