"Cool n Quiet" doesnt work in Windows 7 RC does it?

I enabled both Cool N Quiet and Quiet fan in Bios and my computer still sounds like a jet engine. When i select the power plan of the 'energy saving mode' of the motherboard, the cpu down clocks to around about 1000mhz with a 40% maximum frequency. BUT the fan still remains at the same speed.
And its a 4 pin fan too.

Setting "Cool 'n Quiet" and "Quiet Fan" in BIOS is Step 1. You next need to install the appropriate Windows 7 drivers to make proper use of the facility. If you can't locate Windows 7 drivers, you can always fall back to the Vista drivers.

Please see your motherboard manufacturers website.

I have tried that. I have a energy saver utility that came with the motherboard, the program runs fine and it downclocks the cpu, but the fan speed remains the same.
