Windows 7: Permissions are not working - Can't run any programs?

Permissions completely altered by Install-Admin, but can't run apps?

After running exe files and installing software from this guys website

http://peterhirschberg.com/mysoftware.html

my permissions do not work or have been completely changed. Whenever I try and run any application I am prompted that I do not have the correct permissions. The same happens whenever I try and delete a file and now startup programs like antivirus and firewall no longer will run on boot.

I re-started in safe-mode, uninstalled the game, deleted all his other files and after re-booting I still have the same problem. How were all my permissions changed if I am the admin still?

hijackthis will not run so I am unable to provide a log file.

Any suggestions?
Thanks!

Your last option would be a reinstall.

Restore does not have much of a change available...don't see the LEDhead app listed.

Yup, but it's slightly old. I can deal with using it, but I was hoping that getting permissions back to where they originally were would not be all that difficult.

What would cause this to happen?

Files not visible in certain programs after permissions change
I recently moved into an apartment which meant I would be sharing my tv and mediacenter with a bunch of new people. As such I figured it would be smart to set up a user account which had limited access to everything but my media library. Apparently I'm pretty inept because that didn't work in the...

User Permissions for Programs
I want to install the AI utilities that came with my Asus P8P67 Motherboard. When I have them installed, however, all of the non-admin accounts keep getting a string of 5-6 admin password requests to allow the programs to make changes. This happens upon every login and is more than a little...

Permissions & programs
Problem I create folder Foo, and am therefore the owner. I create and own every subfolder and file within folder Foo. However, program zot.exe (which I start, and is presumably running as me) is unable to move folder Foo\a to Foo\moved\a (yes, folder Foo\moved exists). An access denied...
