I would be very cautious downloading from a site that has the work (Hacker) in it.
My method is to buy OEM or Retail disk from a local store which come with proper product keys. That way if you have a problem you have local help and help if need from Windows 7 Forum and Microsoft.

The site is windows7hacker but all of the links to the ISO's are to digitalrivercontent.net, the authorized MS partner for distributing them. Qualifying for MS support is in no way affected by downloading the ISO from the MS authorized site above. The license key is what determines your level of support, which the OP purchased.
Well I downloaded an iso from TPB with updates included till October 2011 (so it's a touched iso ...) I"ll try downloading an untouched win 7 sp1 iso (will report back then) (Still weird) and the network usage spikes only happen when downloading ...

Please do. I have a feeling it just might fix this mysterious issue and others you may have yet to encounter from a torrented ISO.

We have already given you the fix. Buy a legal copy of Window 7. Wipe you hard drive and do a clean install. Then get a legal activation from Microsoft. Please also keep in mind their is no such thing as a safe torrent!!!!

    Hi,

What I would be more concerned about is whether you attempted to validate this ISO with a genuine key......how confident are you that this ISO wasn't modified in such a way as to "steal" your key?

I'm sure it isn't I trust the uploader also, By my friend I tested it with a legal win 7 DVD I borrowed and I had the same problem !! so ... I'm starting to think this is a Bug In windows 7 !!!

PS: Also I never had a virus from a torrent I only download trusted torrents so .... don't blame torrents that much

Well my friend bought a Windows 7 CD and look !! still not solved now it's 100% genuine. and no single driver installed only wireless

Again it only seems to happen when downloading at 1mb/s (or more) and you need at least a duo core to see it ! with a 6 core i7 it uses 4% so not noticeable but with older processors it is noticeable !!

Please take a look at this picture it is from my friend with the 100% genuine windows 7 installed:

He has a Pentium D 1.8Ghz laptop (Original OS : Vista)
    20% Interrupts usage

Some more info: tested it with a LAN cable and interrupts 2% usage
