I'm at my wit's end on this one. Sorry. I just cannot think of what would be causing such a slowdown for you across multiple machines based on the information you've given. Perhaps there is a commonality across the two systems that is causing the slowdown. Are you running the same Antivirus and/or Firewall on both machines? These can often interfere with network speeds and could cause such slowdowns.
You could try uninstalling each of those at a time and see if the downloading is affected. Just make sure you're downloading a safe file each time (a file from a trusted website or a torrent from a trusted website like Ubuntu or something).
Well... I'll try to live with it ... but one thing is still anoying if I open something that needs UAC rights 'and click Yes or No on it, wil cause a red spike this is annoying if I'm listening to music
I really need some help can a expert help me or anything else suggestions etc. ...

Well ... you can't see the spike when I took the prt scr's but USBPORT.sys, netio.sys, atapi.sys causing high spikes sometimes ... OK I GOT THE ONE THAT CAUSES THE LATENCY WITH THE UAC !!! it's dxgkrnl.sys ( Directx) (so video related ??)
BUMP help please in fixing that red spike caused by dxgkrnl.sys I already reinstalled my video driver didn't helped what can I do next ??? The spike is only happening while a program needs UAC rights when opening it. when I disable UAC it works without red spikes
