can i created a limited account for a kid with many blocks?

    Hi

my neighbor has vista home premium and he would like to upgrade to w7

he asked me lots of question but honestly i was not able to answer

the problem , his son ,8 years old ,he 's amazing smart , he can suft ,use ,play and almost do everything with his laptop

now he download games , download programs and so on , and the bill of the isp is always very hi , though he has 24 flat internet connection

    now
can i create an account for his son?
and avoid him to download huge files , or install programs , buy/spent money(it's more a fraud because the kid has a credid card) and so on?
is there a tutorial? is w7 powerful enough to block many actions?

the best parental control i tested was opendns , at least blocks many dangeous sites

    thanks
every feedbacks or advises are very welcome

    cheers

    Regarding disk quotas:

How to limit disk quota for users in Windows 7

You can also use software to limit Internet access.

If they use a wireless router, again you can limit Internet access.

    Hello Drugo,

You could also use AppLocker or group policy to prevent his user account from being able to run programs.

    AppLocker - Create New Rules

How to Prevent Users from Running Specified Programs in Windows 7

    Hope this helps some,
