I can't create a new user account

OK my user name shows up after the cmd "net localgroup administrator" thing, but I am still unable to change anything in the user accounts, I'm using a windows 7 upgrade installation, home premium from vista.

also the windows 7 was an upgrade and my charter security software picked up viruses almost daily, no tweaks

In your user account name in C: users, right click on your account, click properties, click the security tab. Do you have check marks all the way down under full control except for the last one, special permisions ?

You may have to enable the hidden administrator account to create a new account and then disable it again.
