At an elevated command prompt. Enter perfmon.exe and wait for the report. There might be a clue there.
Did you say chkdsk would run if so you need to check the disk that the event viewer pointed two. I think I have a bat file that works on the task manager. I look for it and post back.
Chkdsk was the first thing I tried back when I first noticed that controller error on disk 4. I ran it on all my hard drives, and just ran check disk on the boot drive today as part of my troubleshooting efforts. It never found any damage or repaired any damaged files though.
As for performance monitor, it doesn't show system information like the event viewer. It's more of a real time system resource tracker than a log file. I could have swore I seen where the performance monitor would show a date with the various failures and errors listed in it with an icon of some sorts. If that is the case, I'm not seeing that info, probably one of the services I turned off has caused it to stop recording. I'll tell you one thing, if I have to reinstall windows, this time I'm staying the hell out of the services area unless I have to go in there. No more following the guides to "streamline" windows services again.
Does anyone know what the normal running services are supposed to be by default for Windows 7 Build 7600 x64 Ultimate. That's probably to much to ask or I should just Google that one. I'll just Google that one.
I couldn't find my bat file. I did find something intresting. I have never used this but it seems harmless to try.
Click "Start" from the System Tray located at the bottom of the desktop.
Type "taskmgr.exe" in the "Start Search" text box of the Start Menu.
Hold the "CTRL," "ALT" and "SHIFT" keys simultaneously. Press "Enter" as you press the three keys to repair the Windows Task Manager
I think after typing taskmgr.exe in the search it means to focus on it before you do the keystrokes.
Ther is a web site that list the defaults for services. I would not use any other of their reccomendations. But you might get some idea of what the default was.

I don't understand why it won't work, its not greyed out on the right click menu or disabled by the administrator. I've even changed its security settings and told it to give admin, system, and trusted installer full access to it. I won't let me change its run as administrator option or compatibility settings at all. It's like the program is being ignored by Windows or not allowed to run at all.
Well it's fixed. I'm not sure how it got fixed but task manager is loading again. Last night I was up pretty late and the last thing I did was to go into the services and using that guide you linked me to I set out to restore windows services to their default and for the most part I did. I got to tired to continue so I went to bed and when I got up this morning I decided to try it again, but it still didn't work.
So I went back to performance monitor and tried to make it generate a log file, using Perfmon /report at a command prompt. The first time I did that it threw an error message, so I tried it again to make the error meassage pop up, but it didn't instead this time it generated a log. Under the Basic System Checks it shows where all results had passed except for one, the Security Center Tests. It says the Security Center has not recorded an anti-virus product. I find that odd since Avast! Free Anti Virus has been on it since day one. The other listing is the log about User Account Control being turned off. I turned that off on purpose, because I don't like it.
The only thing I can conclude is that when I told Windows to generate a log file, during the 60 seconds it was collecting/scanning my computer it some how flipped a "switch" and restored Task Managers default function.
I do wish I had more detailed information for anyone else who has ever experienced this problem before. I don't consider this an answer or truly solved but I am glad that the problem went away.

I am gonna' guess that the services had something to do with it. Try SFC /Scannow again and see what the results are. I would also doubel check my services trying to get back to default. Some of the services do not list all of their dependencies or what they effect. I have run in to one or two that were rather obscure.
Dont be concerned about the report on the AV. I think that is a bug in Win 7 or the third parties fail to notify Win 7. Mine does the same with NIS 2012 and it did it with Avast.
Mine does the same in Perf Mon report showing no A/V. I am also running Avast.
So don't worry about that it is normal.
Just ran the SFC scan and it got to 44% and stopped again. That's fine though because I have changed my imagres.dll, my logon screen and numerous other adjustments to tweak my computer the way I want it. Running the SFC command now, even if it worked, would reverse those changes. Since TM is working again I don't see a need to worry about SFC, if the computer ever got that bad I would just upgrade/reinstall. Which fixes everything.
