Significance of shield overlay icon on installer programs?

Does anyone know what is the significance of the shield overlay icon on the icon for some downloaded program installers but not on others? I have speculated that it might be:
    (a) Windows recognizes this is an installer.
    (b) This program has been installed.
    (c) Something else.
It's not a burning issue, but I am very curious.

It's the user account control shield.

    Thanks, Maguscreed

Wow! That was fast. Thanks for the answer. As I run as administrator I blow right past the password business. My only question now is why some installers are NOT under user account control?

I am not certain of the exact criteria that triggers it.
My guess would be installers that include drivers whether real or virtual to begin with.
