clicking to a different window on taskbar the window doesn't go to top

Hi i have windows 7 64-bit and when i click to a different window on the taskbar the window doesn't go on top. thanks in advance for any help provided.

Try setting this:

clicking to a different window on taskbar the window doesn't go to top-tb1.jpg

...to this:

clicking to a different window on taskbar the window doesn't go to top-tb2.jpg

...in the task bar properties.
