Windows 7: Programs randomly hang indefinitely. Cannot be shut down at all.

Windows 7 Home Premium 64bit

Ok. I followed the steps for a clean reinstall EXACTLY, and I included the step of running the Diskpart clean command. The entire drive has been completely reformatted and a clean copy of the correct Windows OS installed from the link provided in the instructions.

I booted up the computer, opened Explorer, and clicked on the CD/DVD RW drive (a known culprit of causing problems on my system) and... sure enough... Explorer locked up. I checked Event Viewer, and already there have been several events. Here's what I've got in order of occurrence:

Event 1 (seen this one a bunch both before and after reinstalls)
Event filter with query "SELECT * FROM _InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.

Event 2 (never seen this one before most recent reinstall)
The Windows Search Service is starting up and attempting to remove the old search index {Reason: Full Index Reset}.

Event 3 (never seen this one that I can remember)
Windows cannot delete the profile directory C:\Users\Administrator. This error may be caused by files in this directory being used by another program
DETAIL - The directory is not empty.

Event 4 (seen this one several times both before and after reinstalls)
InitializePrintProvider failed for provider inetpp.dll. This can occur because of system instability or a lack of system resources.

Have you tried unplugging the CD/DVD drive?

Type the errors you posted above into Google to read how others have resolved them, then follow the other steps in Troubleshooting Steps for Windows 7 to establish a Clean Boot, check all logs for repeat errors, utilize System Resources to solve problems, test hardware.

Various programs hang, can't really get more descriptive
We're doing what we can over here, but we're running out of options. Many windows programs, and 3rd party programs like Skype, Steam, etc (But not all) are hanging when launched, or shortly after launching. That or they crash instantly.
