why does my computer not always load all my processes right away?

hi all. i was wondering if anybody could tell me why my processes don't always load right away, and when they finally do, everything is slow, especially the internet.

If i reboot and everything loads normally, i have no issues, things are great.

I would really appreciate any input

Do you have an example of what you mean? I'm confused, though, because you seem to say they don't load at boot, but when you reboot they are fine.

yea, its weird. Lets just say that i rebooted my computer right now. If it were one of those times things didn't load right and work right the task manager would say only 37 processes were loaded. Then about 3 minutes later the rest of the processes would load- (i need 45 or 46 processes loaded to function normally). BUT everything would be running SLOW. Internet would take over a minute to load my home page which normally only takes 1 sec, mabye 2.

But, if i reboot at this point, usually the processes(not always) will load properly and everything is gravy.
Every bootup is not the same. sometimes everything loads right, sometimes not. and when they don't load immediately, i have issues. Do you think maybe a program is doing this? I just did a clean install a few days ago, and that worked out some of the other bugs i was having.

I hope i explained it well, i did the best i could. If you need more info to help me, ask and i will do my best.
ty for your help and time
