These are the folders that I've noticed recently on my system partition while going through some maintenance. I just like to keep track of things and my folders organized. So a couple of questions regarding these: what do they do ? what creates them ? can I delete them ? Thank you for your time.

Do not delete them. The people who have a default policy of deleting things they don't recognize are often on here asking for help in reinstalling Windows because they've messed something up.
Agreed. They are essential folders.
