Well, I'm intending to put Windows 7 on a new build that doesn't have a previous Windows OS. So, I bought Vista Ultimate 64-bit OEM from NewEgg for $189 with a free upgrade to Win7. And thus far, I've stuck with Win 7 RC1 and plan to go right to 7 when I get my free copy. So, that is kinda like a pre-order.

I pre ordered from amazon at £44.97 which was on the first day they started the pre orders on July 15th if i remember.
I've just pre ordered my daughter a copy too from amazon at £64.98 which is still a good deal I think.....especially when I think how much I paid back in the day for a retail copy of XP.

Yup. £44.97 from amazon UK with free supersaver delivery.
This was going to be an "E" edition but that is no longer going to happen.
I certainly hope Amazon send me a full retail edition and don't try to palm me off with an upgrade.:)
