i cant access system recovery or most of the advance boot options i have tried useing repair cds and install cds but the computer refuses to boot from cd drive my laptop is an hp model g61 i dont really know what other specs you need i have noticed it always stops when loading a certain driver atipcie.sys
The full error I get is:

stop: c0000135 the program can't start because %hs is missing from your computer try reinstalling the program to fix the problem.

I'm not even sure what that program is

Precisely what cd/dvd did you try to boot from.

How did you tell your bios to boot from a Cd/DVD?

Can you boot into the bios? Yes/No

try using the disc in another reader.

By "startup repair disc", do you mean:

    CREATE A SYSTEM REPAIR DISC

START | type System Repair | Enter key | Create Disc button

Generally this issue is caused by a virus. There are apparently other reasons for this error and if the following doesn’t fix yours, you may want to try and reinstall because there does not appear to be any other solutions I can find.

The fix for this problem requires a registry edit to remove a reference to the consrv.dll file that is a virus and needs to be removed. Using regedit from the repair console, the following keys require editting:
    HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Session Manager\SubSystems
    HKEY_LOCAL_MACHINE\SYSTEM\ControlSet002\Control\Session Manager\SubSystems
Under theses keys, edit the data in the Value Name “Windows”, changing the text “consrv” to “winsrv”. This is a long string so just parse through it and make the one change, here is what a good entry looks like:
    %SystemRoot%\system32\csrss.exe ObjectDirectory=\Windows SharedSection=1024,20480,768 Windows=On SubSystemType=Windows ServerDll=basesrv,1 ServerDll=winsrv:UserServerDllInitialization,3 ServerDll=winsrv:ConServerDllInitialization,2 ServerDll=sxssrv,4 ProfileControl=Off MaxRequestThreads=16
