Can you elaborate on why System Restore did not work for you?

Did you do one from memory or did you use this tutorial? https://www.sevenforums.com/tutorials/700-system-restore.html

Run this while you are waiting: SFC /SCANNOW Command - System File Checker

And please! run Windows update. If you are unsure how just ask.

Go to: Control Panel\All Control Panel Items\Windows Update in the left pane menu you will see, second one down, Check for updates, then let it do its thing.

Post back if there are a lot of updates, and you are unsure of what to install, but generally you will do most of them especially ones for OS, and Security.

In the searches I've done so far everything suggests it's probably a Malware issue.
I'd start running scans for Viruses and Malware.

What Anti-Virus and/or Anti-Malware programs do you use?
Have you scanned for viruses and malware?
