Can't access Documents and Settings

I can no longer access my 'Documents and Settings' folder, each time I try, I get a message saying 'Access denied'. I tried running a search for files I know are within that folder, but the search just seems to bypass that folder altogether. I tried a system restore, but that didn't help either....

Despite logged in with Administrator privileges, I can not access this folder. Any reasons. Try to change the Access right for this, but can not change. Where else should I look?

My 'User Account Type' is 'Administrator', yet access is denied when I try and enter Documents & Settings. This has just started to happen. I must have ticked a box somewhere! Any ideas how I can regain access?
