Well, I did the restore and things started working again... but then as soon as I installed something else, now I've got the same problem over again. At least I have my "essential" programs already installed.

Someone in the MS Technet forum posted a workaround. It seems to work:
start regedit
navigate to HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
rename MachineThrottling to _MachineThrottling
i think they found a solution:
start regedit
navigate to HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
rename MachineThrottling to _MachineThrottling

I found this elsewhere, so I take no credit.
start regedit
navigate to HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions
rename MachineThrottling to _MachineThrottling
Solved the issue for me.

Finally we have a solution and its working. I was on that forum few hours ago but the solution was recently posted. Though looking at it you think how does it relate to problem we were having. But it works. Cheers guys.
Please try deleting the following registry key and running setup for your applications again:
HKLM\Software\Microsoft\SQMClient\Windows\DisabledSessions

yeah the renaming fix works, just tested by installing live mesh and it worked perfectly.
