I don't know, because I have some trouble creating a new administrator account. I've followed this tutorial to create a new user account.

When I want to log in on the new account I get the following error:
'There are currently no logon servers available to service the logon request.'

I think this is caused by the fact that in the logon screen, it says 'Logon domain: name of my university' (note: I bought my computer via the university).
When I type 'my current user name'\'user name of new account' I can log in. I think this is because I now logon locally, and not on a domain. If I do that, the account behaves the same way as my current account: the programs do not launch at startup and task scheduler gives errors.

So I'm not sure what to do now. Somehow I need to make another local account on my computer that's not dependent on my current account, but I don't know if that's possible.
Not sure, but it sounds like some sort of issue with it use to being on a domain and some remnant setting. It seems like it may be trying to connect to the domain, but unable to.

I found this below that you might see may help.

[RESOLVED] There are currently no logon servers available to service the logon request

Thanks for all the help Brink, but I don't really understand what they're talking about on that forum.

When I follow Tuttle's suggestion from that link however (run 'control userpasswords2', go to the Advanced tab and click Manage Passwords), I see the following:

    Under 'Windows Credentials': nothing.
    Under 'Certificate-Based credentials': nothing.
Under 'Generic Credentials': my e-mail address and some WindowsLive info a couple of times. I also see 'virtualapp/didlogical' in the list.

According to Tuttle on that forum, this was the place I needed to be to clear some logins. I don't understand what I need to clean, but I think I don't need to clean any of the things I see listed.

If I completely misunderstood this, please correct me.

And here is some other info that may be useful as well:

When I log on normally, I log in as: 'name of my university'\Nickys
This account has issues with launching programs at startup.

When I log on as administrator, I log in as: Nickys\administrator
This account has no issues with launching programs at startup.

When I log on with the new (administrator) account I created, I log in as: Nickys\NewAccount
This account has issues with launching programs at startup.

All account have the issues with the Task Scheduler.

It looks like they used an old file name. Try typing netplwiz instead of control userpasswords2.

It looks like netplwiz is easier to use, since I can type that directly into the search box. But I get the same window with it as when I type control userpasswords2 into a 'run window', so I don't think that's the problem.
