    Error 1303 Insufficient Privledge whn Run as Admin & Group Policy fail


    Windows 7(x86) HP (SP1) desktop.. Avast Free, Malwarebytes, Spybot S&D (scan daily, all report clean).

    I'm getting constant Error 1303 Insufficient Priveledges when trying to install.. anything at all, even when Run As Admin. I managed to get a couple programs installes by digging into the ProgramData folder, and trying multiple attempts and changes to Take Ownership, Run As Admin, Properties, Sharing.. etc.. I just dont get it.. I even disabled Avast thinking it might be blocking.. something..

    To top it off, when I enabled the hidden Admin User acct to try to install with the Admin acct, I attemp to sign in as Admin.. I get "Group Policy failure, unable to login" then it flips back to my user acct screen.

    I am unable to change any setting in the HomeGroup sharing either. Everything is stuck on Share With Nobody.

    There are multiple fails going on here, they're all Share settings based.. but I just cant change anything.
