It's called desksave.
DeskSave -* Save and restore the positions of the icons on your desktop
try this one I think it'll be perfect for u.
Unfortunately this one doesn't remember icon size either. Apart from that it's great.

Try changing the number in this registry key...
HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics\Shell Icon Size

If that doesn't work then I'd try a 'dirty' way to fix it and that would be a macro program that u set up and create a macro that changes the size of the icons from whatever size windows always starts with to the size u want. Just put the macro in your startup folder.

Windows 10 Home Premium 64bit sp1

It sounds like this is what you want to do here

Change the size then go back to the icon set then right click lock it up

Or just use this and make them all disappear with a right click

fences downloads - Free software downloads and software reviews - CNET called Fences it is a Icon tool
A friend on here gave this to me to make my whole walpaper shine it takes away all the icons and leave you with a screen like this

Probally make life easier if you try the program it is free good luck

Windows 7 Professional 64 bit Service Pack 1

I had the same thing happen a couple of weeks ago on my old Vista computer. Have no idea why. Ended up using desktopok to save the icon positions and restore them with a click. You can download it from CNEt.

Windows 7 Home Premium 64bit

This is my simple solution, found after a year of trying suggestions from various forums:

- Go to c:\Users\[account]\AppData\Local\Microsoft\Windows\UsrClass.dat
- Move the UsrClass.dat to a backup folder (I used "My Documents")
- arrange your icons, restart and let the system create a new file
