yes i have tried it at boot .. it would be easier if you google it.... um .. i dont have the problem of it maxing out my cpu... but i do have all the side affects people say they have when it is maxing out the cpu.... this is why im stumped... an i cant find clear answers on how to fix it..
The problem is that you ran a tweaking utility which is death to Win7, already the leanest Windows OS ever.
Try to System Restore before you ruined Win7 with Tune Up Utilities crapware.
Otherwise I would follow the steps and methods given here to get and maintain a perfect Clean Reinstall - Factory OEM Windows 7 - steps are the same for retail.
