Windows 7 Starter Background completely blue

    Hi!

First of all, sorry if I'm doing this wrong; it's my first post in this forum and I come looking for help because you seem the most reliable of all...

Now, onto what's important: my problem.

A few months ago I received this mini-laptop (brand is hp) and it came with Windows 7 Starter. Since I noticed I couldn't changed the lame background it brought, I decided to download and install Oceanis Change Background program.

It worked. I got the background changed and I was quite satisfied. My problem started about a week ago.

I lent my mini-laptop to my dad. He...did something to it. He's not a tech-illiterate but he can sometimes mess things up. The thing is, the border for the windows are now sort of grey-ish and my background is now light-blue. Just like that...all blue.

My icons, programs and everything work fine except for that little problem. When I tried using Oceanis again, the background changed for about 1 second then went completely blue again. Thinking it was just a minor problem, I restarded my laptop. While booting, it showed the image I wanted and but when it was done, it went back to blue. I suppose he was messing around with drivers or something cuz like I said, he somehow kinda changed the dialogue boxes' appearance. He fiddled around the msconfig, I'm sure of that.

I've googled for this problem but I can't seem to relate to one and even less to find a solution.

I hope you guys can help me and sorry for the long post, I just wanted to be as detailed as possible.

Thanks in advance and receive my grattitude.
