Windows 7 Unable to log into any Admin account other than Built-In

So, Long story short got my computer back from my brother last night and... Go Figure nothing seems to work. I started by trying to log into my account (admin acct) starts to log in but then displays "The User Profile Service failed the logon". At that point I turned to the internet for help:

Started here: You receive "The User Profile Service failed the logon

I thought sounded like something I could do, but sadly had no users that could actually complete this task. I would open the regedit go to my account then when I tried to edit the said ".bak" file it would tell me I didn't have permissions and anytime that I was prompted for my password I would type it in and it would accept it as far as to go away but wouldn't do anything, I could type in wrong passwords and it would show an error for said wrong password.

At this point I restarted my computer set up my built-in Administrator, and logged in as that admin. I tried removing the ".bak" (it let me without prompting) but after restarting it did nothing. And when I looked in the regedit the ".bak" was back(also I had reset the RefCount, and the other key(can't remember name)).

SO I don't want this to get too big of a thread starter heres a quick list of what I tried:

Made new user, can't log in with same issues.

Tried to edit users in control panel, I get no prompt(because using built in admin) but nothing happens when I click on users link.

Ran sfc /scannow got a really long log file and down't know what the most important snippet would be to supply but I thought maybe :

    Code:
    POQ 120 ends.

    Welcome
Apparently, you Brother did something to the computer that he should not have done.
I would run an system restore from a few days before you gave him the computer. Everything should go back to normal.

When I try a system restore, it stalls on initialization.

What happens in safe mode? Try restore in safe mode.

    blazer,

    Time for a fresh install.

Since we have not the slightest idea what your brother did, then we could ramble on forever trying to find a solution.

Do you have a Win 7 System Repair Disc?

    Here is what one is:

    CREATE A SYSTEM REPAIR DISC

START | type System Repair | Enter key | Create Disc button

After you make the System Repair Disc, we can try making a so-called System Repair, but I fear that your brother has inflicted some serious pain on your computer.

Let us know if you can boot up your computer from a Win 7 System Repair Disc CD.

Have stuff you need to save?
Do you have a Seven Install DVD?
Lets try to save your stuff, first if you have any.

Precisely, with either a System Repair Disc or a Win 7 DVD he will be able to perform a system repair and also save off any valuable data.

Well I did a back up months ago of any important files/folders sadly cannot find any system repair/ or any other discs that might have saved any relevant anything. It wont allow me to create discs either, through command prompt any where including safe mode. And the partitioned drive seems to not exist or at least it wont let me use it for recovery, Also tried my gf's Windows Recovery Environment(same 64bit windows 7) but that didn't help either and the system restore hung there as well. Did say that my partition and files were on two different drives but the drives names were wrong... D instead of C etc.
