In order to do a Repair Install, you will need to burn another Windows 7 ISO that is the same edition that is currently installed. When you get access to another computer, download the correct ISO here, and burn it to a DVD or USB stick, and then follow these instructions:

Repair Install

None of your user data will be deleted so its quite safe. Post back here if you need more help.

How are you getting to a command prompt? Are there any other options, like safe mode, or Restore, or Last Known good?

When you are in the command prompt, try typing one of these to see if they will start. You might be able to get to the device manager and disable some device that may have a bad driver.

In order to try a repair install you're going to have to change the boot order on your Dell. Right now it sounds like your computer automatically tries to boot (start up) by looking at the hard drive first. But that just puts you in a loop because there are damaged/corrupt files on the hard drive. You need to have the computer boot from the optical drive (CD/DVD tray) as the first boot device so the computer will read from the Windows 7 DVD and not from the hard drive.

With the computer completely shut down, click the power button. As the machine starts look in the upper right corner of the screen. Do you see something like "Press F2 to enter set up" or "Press F12 for one-time boot order change"? If you press F2 you should be able to enter the BIOS and make a permanent change to the boot order and make the CD/DVD drive the first boot device. Or press F12 and select the CD/DVD drive from a list of boot devices. (You might have to press the Fn key + the F2 or F12 key.) Once the boot order is changed, insert the Windows 7 disk, restart the computer and if all goes well the computer will boot from the disk and you can follow the steps outlined in the Repair Install tutorial.
