computer turns on for a few seconds then turns off

okay so i am able to turn my computer on for a few seconds but then it automatically shuts itself off after a few seconds but the thing is after letting it sit for a couple seconds it says something about how the clocks on my processor have been overclocked too high and asks if it wants me to restore them, so i do that and then the computer works fine, but then when i turn it off and turn it back on it does the exact same thing until i get that message again.

any ideas on how i can fix this?

i've tried manually reducing the clocks on my cpu even though they were already at stock clocks and that didnt work

    system specs:
    windows 7 ultimate 64bit
    intel core 2 quad q6600 @ 2.4ghz standard clocks
    4gb ddr2-800 ram
    ati hd 4760 1gb ddr3

    please and thank you

Try resetting the bios on the motherboard.

You can do this by opening up the computer and remove the battery and then reinstall. There are also a jump to do the samething, but you have to look at your motherboards manual /user guide to see where it's located.
