Computer refuses to boot normally;classic look and no internet access

I installed updates from Microsoft today, and Norton 360 (I know it's not the best antivirus suite, but I've already paid for it) stopped working. So I followed Norton's instructions and installed what I believe was Norton's rootkit. I can't recall what I did (I think I restarted the computer mid-scan. Stupid, I know.), but I interrupted the process.

Once the computer restarted and I entered my password, I was greeted with the lovely classic Windows look and a conspicuous lack of internet. After my panic subsided, I checked the Network and Sharing Center and saw this message:

"The dependency service or group failed to start"

I poked around and found this thread:
the dependency service or group failed to start

    Something got corrupted, I guess.

I'm not really sure what to do, and I'm feeling really, really stressed. I want my computer back!

**EDIT**: I tried to run system restore, but I came up with an unspecified error, 0x800700b7. What can I do?

Very odd. I tried restoring it several times and each attempt delivered the above error. However, it seems to have worked! Solved.

Try doing a System Restore to before this happened. See here: System Recovery Options
