    We can only point you to the method of how to do something so many times without you actually performing what is suggested. If you're not going to do what is suggested, then no one can help you. Windows + run cmd is not how you launch an elevated command prompt, which is clearly described in the link I twice pointed you to.

    Meaning what? You have to describe what exactly is happening here. What exactly did you do and what were the exact things that did or did not happen?

    The worst thing you can do is use a Registry Cleaner which will almost always ruin Win7. The only exception is CCleaner Registry tab. If possible I would try to System Restore before you used the registry crapware.
