Windows 7 freeze happening anytime.

    I right clicked on CMD and selected run as Adminstrator then a typed the cmd and it failed

    Failed meaning what? Did it just not run? Or did it run, but only partially complete? If so, how far did it get? Did you get an error message? If so, what was the message?

    You are really not giving us the information we need here.

    It ran but it got to 7% and then failed.

    Failed as in what? What did it say?

    Unfortunately, I think it's time for someone else to take the reigns on this one. I can't help you when I have to keep asking the same questions over and over and only get partial or incomplete responses to them each time. In doing so, you're exponentially lengthening the amount of time it's taking to get this resolved, which is not fair to those trying to spend their time helping you figure this out. If you'd really like to get this figured out, you're going to have to help the next person out much more than you've been doing with me.
