Managing Start-up Programs in Win7

hi, the latest post on this was in 2012. has anyone found a way to always open a .txt file, wherever it is located, in full screen? and not by means of creating a shortcut to that particular .txt i can't be creating a shortcut each, all over the pc for every .txt i'll be opening man ...
