SFC /SCANNOW Command - System File Checker

    Run it.

If there is any system file corruption or violation, it will fix it.

Run the System File Checker, a key boot file or operating system file is obviously missing; have you had any viruses over the last few days? Have a anti-virus installed?

Was format unsuccesfully? What disk did you format... the in7 disk, the "system reserved", or just a data disk?
