1) I can assure you that this is not a Windows Bug.
You may have an app that does a screen refresh,, this would b similar to Microsoft Communicator in XP. It refreshes the entire screen re-aligning all icons to the left side of the screen. This also happens on Dual Screen setups and throws all icons to Screen One on the left. Yes, this is annoying, but not a Windows bug. For me, I blame Communicator, but may not be a bug per se, I have not really looked into it. There may be a real reason for why it does it and not a bug.
2) Not a Windows Bug. This will be (in my opinion) a compatibility issue with the 32bit apps you are running in a 64bit environment. I have ran a ton of 32bit apps in a 64bit Windows and not experienced this issue. No, I don't know why you are having the problem, but this is not a direst Windows Bug.
