Try Windows Movie Maker, its part of the Live Essentials free package. Under Save Movie it gives you a choice on saving.

What kind of Document is it? What is the File Extension of the file you downloaded from the internet? Short answer is NO you can not convert just any old file to a Movie file. It first must be some type of image file format. You may be able to place certain types of Documents into a Movie you are creating but that is not Converting them to a movie file.
Usually, I copy from the internet something of interest and save it to my "desktop" either in the "txt' or 'doc' format. It is this file that I wish to make a video to show on a TV. I hold weekly conversations about the news which I get off the internet. It would be nice to show it on a large TV and discuss. Presently, I print handouts in large print for the interested people in the 'rest home', sometimes as many as 30 multiple page .
This may be messy but you can try it. If the files are not too big you can open one and use the Snipping Tool to make a PNG picture of it. Then using Windows Movie Maker you can string together a number of the PNG files and make a mp4 video.

Maybe it would be better to create a slideshow for this ?

Converting a document to a video file is not a good idea. Video files are good for movies, documentaries etc.
If you have a LCD/LED TV with a PC input or a computer/laptop with HDMI port, you can connect your computer to TV and use it as a second large desktop. In this way you can either duplicate the computer's desktop on TV or extend the computer's desktop on TV.
This will allow you to view any kind of files like documents, spreadsheets, PDFs, images, movies etc. on the TV for presentation to a group of people. You can even show powerpoint presentations directly on TV.
It woul be best to connect your tv to computer as external display (HDMI or other connector) and view document that way because if you try to convert text file to movie you'll lose quality.. it may become hard to read.
