Windows 7: Issues with access, permissions, (empty) Start Menu items

How I'd go about this is to make sure that drive D is owned by the Administrators group and there should only be one user which has Full Control -- and that's Everyone. When you check below the root folder of Drive D, the owners and permissions should be the same but are Inherited from the root folder (Drive D).

If you reinstalled the system drive (Drive C) there shouldn't be any problem. Ours look similar except that I've got a TrustedInstaller group which owns the root folder and some other folders like Program Files, while some are owned by the Administrator Group.

Start Menu empty
My Start Menu......Once was populated but now is vacant. I'm not aware of any action of mine that has caused the original list to disappear. Items can still be added to the menu if I choose to do so. Any ideas on why this may have occurred?
