Do what greg says... using a boot CD/DVD is better... it doesn't use windows drivers. Maybe win7 crashes or other things interfer with the process. Since your current used space on C is very small and you only extend it... it takes a little time ot complete. Furthermore it is safe ... but you never know
You can use Hiren's boot CD on flash stick which has PW 7 on it if you find another flash stick.

You could also write it to your stick to use now if you have another PC to write the installer back to stick in case you need to do emergency repairs - as can also happen whenever you resize on the boot sector.

If you rely on a backup I would use free Macrium to Image your system so you can reimage to a different offset (position on disk) which is fixed with Win7 imaging.
Would it be possible to boot into win7 from live usb and fire up the command prompt and resize there somehow? because i only have 1 usb and i have win7 on it.

Ok i booted into MiniTool Partition Wizard Home Edition v7.6 I am trying to merge C, but im still getting the same results. it wont add unallocated space! if i try to manually set before = 0 and after = 0 it just slides it back n forth i cant set it to be 0 on both. and if i slide it the other way it just splits the unallocated space.. but i cannot get it to add to C.
once again C is system D was primary, its now deleted. and just (Unallocated)
edit- Never Mind, i figured it out there was another option that wasnt given to me by you guys. it added the unallocated space . thanks

It works for everyone else by simply dragging the left border shown below to the left as I suggested.
