apostrophe key does not work correctly

I have not been able to use the apostrophe key because of some keyboard setting I can`t fathom. Basically, to use the key I have to hold it down for ages ''''''''''' but then lots of them appear after a really long delay. I know it`s not the keyboard because if I change to Japanese input it works okay.
It is not the problem where it waits for the next key to be pressed before appearing.

How do I fix this for my UK keyboard?

    Please see these links

Apostrophes and double quotes don't show up until I type the next letter

why must i press apostrophe key twice?

Looks like this problem appears when an International keyboard layout is used. Try to use a native UK only keyboard or US keyboard.

Did you not read my post...? I said that that first link is NOT my issue, and that I am using a native UK ENG keyboard.

I have also already looked at the 2nd link when I was googling my issue - not only is it not applicable but it does not contain a solution.

Try this: Open Notepad or Word to test the following.
Hold down Shift + Ctr keys down once and then see if you're able to type the apostrophe symbol.
Toggle the swith till you get the apostrophe back (holding down Shift + Ctl keys toggles the keyboard' language setting).
