New build has issues booting

I am no expert like the guys on here but I have recently had exactly the same problem as you including all the tests and going to the expense of a new psu and no joy.

I then thought it might be my reset or on/off buttons or wiring, so firstly I disconnected the small 2 pin reset connector from my motherboard and started up with the on/off button as per normal but fault still there.

This ruled out the reset button circuit.

I then disconnected the on/off button motherboard connector and replaced it with the reset connector ( meaning my reset button is now my on/off button), started up and NO MORE PROBLEMS SINCE after a week of pulling my hair out.. lol.

This is a test worth doing. Only takes minutes and costs nothing and I think might well solve your problem like it did mine.
Of course I no longer have a reset button but I can't remember ever using it anyway so no big deal.

I have discovered that if you don't have a reset button you can do this test by removing the on/off button connector from the motherboard and using a phillips screwdriver to short the 2 pins MOMENTARILY (then remove the screwdriver) which will start your computer in the same way as the on/off switch. If this switch was the fault your computer will now run perfectly until you switch off in the normal fashion.

You will of course then have to obtain a new momentary (on/off) switch to complete the job unless you want to use a screwdriver everytime you boot up ..haha.

It has taken a long time to boot this morning. I stopped counting the reboots when it got to twenty...
Running now, but with no idea what the issue is.

Maybe I didn't explain things as good as I should of, let me try again.
A proper quality power supply may or may not fix your problem. Knowing that the power supply you are using is not sufficient for your computer needs and of questionable quality leads me to recommend a power supply. If your computer was working properly I would still recommend a new quality power supply just to help you stay out of problems later on in your computing life. To put it simple; a proper power supply can't hurt, might help and was needed anyway.

Just an update to this.

I had tried testing each RAM stick individually, which didnt cause an issue.
But last night I realised i hadnt tried the other DIMM slots. So instead of having the 2 sticks in DIMMs 1 & 3, i put them in 2 & 4.

It booted fine there and then, but i was wary, as i had tried booting the thing a number of times shortly before, and it may just have booted like that similar to before.

But, leaving it overnight, it booted this morning first time.
Im nervous of saying its solved and the problem is the Mobo until it boots a couple more times from cold, but we will see!

Thankyou for all of the suggestions on solutions. If nothing else, this new build is now running much more efficiently than it would have done.
