Does Windows 7 starter have inking and handwriting capabilities?

Hi, I have windows 7 32bit starter edition. Does this version of windows have inking and handwriting capabilities and if so how do I turn them on? I have read posts but I can't find anything in 'programs and features' that have anything to do with tablets or handwriting. 'Gadget console' is enabled.

Hello curioscat, and welcome to Seven Forums.

That would be a part of the Tablet PC Components in Windows Features to turn on. However, it's not available in the Windows 7 Starter edition.
