This is a very old program that was designed for Windows 3.1 and Windows 95. It is not Windows 7 compatible.

This is from the FAQ page on the site:

. Does Leap Office work on Windows Vista/Windows 7?
    A. No, Leap Office is not tested to work on Windows Vista/Windows 7. Please get in touch with info.gist@cdac.in for new products

As stated above, No you can not, it is not compatible.

You may be able to run it in Microsoft's Windows XP mode but to use that you would need Windows 7 Pro or Ultimate. At least to get XP Mode for free. Not sure if it will even run on Home Premium.

Or you could install a Virtual Machine software program like VMware Player or their Workstation program or Virtualbox and thenn install a version of XP into a Virtual Machine.

You mentioned it may be 16bit. There is no support for 16bit software in the 64bit version of Windows 7. There is in the 32bit Windows 7.
