I too, got the paypal "crash" after the paypal was completed. I can't "dispute" the transaction until after 11/2, per paypal. I was able to contact the 3rd party company, Arvato Digital Services via 866-254-4698. The rep that I talked to, after checking apparently with his supervisor, advised there is a global problem with paypal transactions, but they do not have any time frame for resolving it. They are supposed to call me when its fixed but I suspect I'll ultimately have to dispute the charge with paypal since Arvato does not have any record of the transaction.

The rep advised to use a credit card to purchase Win 8.

I don't really like Win 8, but I do some PC support and I know at least two of my clients that are going to upgrade to Win 8 so I need a PC with it on for support. I'll install it on my "test" PC.

Dispute it. If anything it helps Avarto find the money they owe you.

I filed a dispute with paypal today (the first day paypal would allow me to dispute the transaction). Within 3 hours I had the refund.
