Insert the windows XP CD and restart, press any key to boot from it.Do not press a function key if asked to do so during this process. Those options are only necessary when installing Windows XP or reinstalling Windows XP and only then in certain circumstances. When the Windows XP Professional/Home Setup screen appears, press R to enter Recovery Console. If it asks you for which installation you want to access press 1 and enter.Type the administrator password, if you do not have one press enter. The Recovery Console is now fully loaded and the cursor should be sitting at the prompt, ready for a command. Now execute the 2 commands below separately, to do that you just have to type them one by one and hit enter.
    copy d:\i386\ntldr c:\
    copy d:\i386\ntdetect.com c:\
If it asks you to overwrite these files, say Y and hit enter. Now take off the windows XP CD, type exit and press enter. If NTDLR is the only problem, then windows XP should start normally. If it doesn't, please update this.

He is installing XP, not repairing it.

The error means you're not booting the CD but trying to run it from your extant OS: How to Boot A Computer from CD or DVD - YouTube

Delete all partitions, create new as you wish, full format NTFS to install XP to first partition.

Put your network adapter in your backup during install so you can install it to get online quickly to do all of your Important and Optional Windows Updates first. Only then import any Drivers missing in Device Manager from the PC's Support Downloads webpage.

It was not formatted yet, but had a mangled XP install trying to boot instead of the installer.
