Try using some punctuation and see if your problem is better understood. Thanks,

    Will not boot up

Thanks, I have run through the options as sudgested, keeps going to the system restore window where it asks restore or cancel when the enter button is pushed nothing happens, at this point all i can do is shut it down .

When the computor is turned on it goes straight to startup repair window. i cannot do anything ,i have to wait till it times out and goes to startup repair window, then it asks do you want to restore your computer using system restore this is as far as it will let me go

If it goes to those screens then the disk is not booting. You need to boot the disks provided in the tutorial to disinfect and repair or reinstall Win7 following the steps closely. Burn these disks with the tool provided or right click the ISO disk image file to burn with Windows Image Burner or ImgBurn. How to write an image file to a disc using ImgBurn - Guides - ImgBurn Support Forum

To boot the disk follow these steps How to Boot your Computer from a Bootable CD or DVD.
If these fail, boot the disk using the one-time BIOS Boot Menu key given on first boot screen. If the disk is burned correctly it will prompt you to "Press Any Key to boot disk."

You can also try booting into the same System Recovery Options that are on the Win7 DVD or System REpair CD by tapping the F8 key vigorously at boot. If it fails to boot 90% of the time it is due to user error in not booting it correctly.

90% of the cause of a disk failing to boot is user error. You must tap vigorously the key given for one-time BIOS Boot menu on first screen then choose DVD drive from menu, or enter BIOS setup to set DVD drive to boot first. Do you get a prompt to Press any key to boot disk?

Try resetting BIOS to defaults: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

As a last resort you can rescue your files using Paragon Rescue Kit Free Edition 11.0 Free burned to CD using Windows Image Burner or ImgBurn. It will boot itself to copy out your files.

Then you can similarly boot free Partition Wizard bootable CD which will also boot itself without user participation, click on HD to highight it, then from Disk tab select quick Wipe HD. This will force the installer to boot itself to Clean Reinstall - Factory OEM Windows 7
